Refugee student, Rochester school struggle with an education

Yet that first morning, Jackson is oblivious to the toll his arrival will take on a public school system that vows not only to provide every child an education, but increasingly sets strict protocols to ensure they are learning, whether they've arrived from a house on the next block or a Tanzanian refugee camp half a world away. Born in a refugee camp in Tanzania, a nation on Africa's eastern coast, Jackson has never set foot in a classroom when he shows up at School 15 The Children's School in mid-September. He is part of the latest wave of refugees the United Nations scooped up from ravaged countries and deposited in Rochester. He speaks no English. He is going blind. Like many other refugee children in Rochester, he is assigned to School 15. About half of the school's 350-some students are immigrants like him.
Principal Jay Piper and his teachers know little about these children when they show up in his office, often with little or no advance notice. The students arrive with a single sheet of paper that conveys their name, home country, native language and how much English they speak. A child Jackson's age should learn reading comprehension and how to solve complex math problems; one look at the boy today suggests that would be something like a miracle. Federal law requires no less: proficiency in reading and math by 2014. Schools are judged and graded every year on their progress; new federal and state initiatives also strive to use students' standardized test scores to evaluate teachers and determine their compensation.
A mystery
As an official resettlement site for the United Nations, which works with the U.S. government to determine who can enter the country, each year Rochester welcomes hundreds of refugees. Local social service agencies help the new arrivals find housing, learn English and in some cases get work experience. The city earned the distinction because of its history of immigration and the availability of low-wage jobs for an already substantial refugee population. Most of the refugees arrive with nothing more than a single plastic bag embossed with the seal of the U.N.'s high commissioner and containing the paperwork they needed to flee places such as Myanmar, Thailand or countries in the African Congo. Few places show the diversity of the city's refugee population as clearly as The Children's School's classrooms.
